Republican Party of Virginia 2021 Convention

As Chairman of the Republican Party of Virginia, and pursuant to the Plan of Organization (the “Party Plan”) and as directed by the State Central Committee, I, Rich Anderson, do hereby issue this Call for the Republican Party of Virginia’s 2021 Convention (the “Convention”), to be held on May 8, 2021. The purpose of the Convention is to nominate one Republican candidate each for the offices of Governor of Virginia, Lieutenant Governor of Virginia and Attorney General of Virginia in the General Election to be held on November 2, 2021, and for the transaction of such other business as may properly come before the convention.

The Executive Director of the Republican Party of Virginia shall publish this Call on the RPV website, and by such other means as may be required by the Party Plan.

  • Qualifications for Participation
    All legal and qualified voters under the laws of the Commonwealth of Virginia, regardless of race, religion, national origin or sex, who are in accord with the principles of the Republican Party and who, if requested, express in open meeting either orally or in writing as may be required, their intent to support all of its nominees for public office in the ensuing election, may participate as members of the Republican Party of Virginia in its mass meetings, party canvasses, conventions or primaries encompassing their respective election districts.
  • Composition of the Convention
    The Convention shall be composed of delegates of the respective units they represent. Representation shall be based on a percentage of the total number of Republican votes cast in each county and city in the last gubernatorial and presidential election combined. Each unit is allowed one (1) Delegate Vote for each two hundred fifty (250) Republican votes cast or major portion thereof; provided, however, that each unit shall be entitled to at least one (1) Delegate Vote. Each unit’s Delegate Vote is set forth in the attached table.

    The delegates shall be elected in county and city mass meetings, party canvasses or conventions that shall be called for this purpose by each unit committee in conformity with the Party Plan.

    Any member of the United States Armed Forces, the Coast Guard, the Merchant Marine or the Virginia National Guard who is otherwise qualified under Article I of the Party Plan and who complies with the procedures to become a delegate to the Convention, or to any mass meeting or party canvass called for the purpose of selecting delegates to it, and who produces valid military identification or other proof of active duty status shall be certified as a delegate, and shall not be required to be elected as a delegate. Military delegates who are unable to participate in the Convention in person due to obligations of their official military orders shall have their votes cast within their respective unit delegations, via ballots prepared and distributed by the RPV Chairman at least 20 days prior to the Convention and returned to the RPV Chairman no later
    than 5:00 p.m. on May 6, 2021. Postmarks, or other proof of posting or dispatch, shall not govern.
  • Convention Location & Arrangements
    The Convention shall be conducted at Liberty University, 1971 University Blvd., Lynchburg, VA 24515 or its alternate. The Convention shall be conducted in a manner compliant with all applicable lawful authorities then in effect. Convention proceedings shall be broadcast in such a
    manner or manners as to allow delegates and the public to observe them by radio and/or over the Internet.

    The Chairman of the Republican Party of Virginia shall, with the approval of a majority of the voting members of the Executive Committee of the State Central Committee, make any changes in this call necessary to comply with changing legal requirements or to improve safety for convention attendees.
  • Nomination by Majority; Ranked Choice Voting
    The Convention shall nominate one candidate each for Governor of Virginia, Lieutenant Governor of Virginia and Attorney General of Virginia by majority vote determined, in the case of nominations sought by more than two candidates, otherwise qualified and properly filed, by
    ranked choice voting.
  • Candidate Filing Requirements
    Each candidate shall file a written statement of intent to seek the Republican Party of Virginia’s nomination for the respective office and commitment not to seek election in the ensuing General Election other than as the Republican nominee, in a form to be determined by the RPV Chairman and posted on the Party’s website, and shall pay a filing fee as follows:

    Candidate for Governor $14,000.00
    Candidate for Lieutenant Governor $2,900.00
    Candidate for Attorney General $12,000.00

    The written statement of intent and commitment, and the filing fee, shall be delivered to the RPV Chairman in person, by commercial delivery service or via postal mail, and must be received by the Chairman no later than 5:00 p.m. on March 26, 2021. Postmarks, or other proof of posting
    or dispatch, shall not govern.
  • Certification of Delegates
    Delegates elected by each unit shall be certified in writing over the signatures of the permanent chairman and permanent secretary of the mass meeting or convention, or by the unit chair in the case of a party canvass. Such certifications shall be made using a form to be determined by the RPV Chairman and posted on the Party’s website and shall be delivered to the Chairman in person, or via postal mail, commercial delivery service or electronic mail or other electronic means (e.g., FTP, Dropbox, etc.), as soon as practicable following their election (or, in the case of a cancelled mass meeting, party canvass or convention, the declaration of their election), but, in any event, all certifications, regardless of the date of the local mass meeting, party canvass, or
    convention must be postmarked not later than sixteen (16) days (April 22, 2021) prior to the convention or delivered electronically or in person fourteen (14) days (5:00 p.m. on April 24, 2021) prior to the convening of said convention. After the filing deadline of the certification, no change may be made except a certified alternate delegate may be made a delegate.
